the potential for a digital divide by providing information technology hardware and software along with teachers able to teach the required skills in primary schools. The importance of computers
in education was recognised as long ago as 1982, when the Department of Trade and Industry announced that they would offer primary schools a computer at half price.
It is interesting to note it was not the Department of Education (Govier, 1997). The aim of the scheme was of the computer industry,
which was in its infancy, to gain a boost (Govier, 1997). The same requirement for success of IT is a primary school was the same then as it is now,
there needs to be enthusiasm from the head teacher due to the burdens of managing the network, with many schools unable to find the budget for an IT technician. There
was also the need for enthusiasm to inspire the teachers to use the IT productivity (Govier, 1997). Today there are not the same barriers. It is more accepted, but the
vision of the no digital divide had not been realised. The use of a budget needs to be focused in the children who will benefit form the technology.
However to ensure that the teaching staff gain from the investment and can pass their enthusiasm onto the children the budget also needs
