care to children who suffered from a list of disorders that made it difficult for them to learn in ordinary settings. Children with learning disabilities or emotional problems would find
themselves classified. But classification today means that schools will receive additional monies to run their special education programs and so there is an incentive for schools to embrace more children
with special needs. There have been charges that schools are more likely to classify students in order to get additional funding. But aside from that, there are larger political
issues. For example, voucher programs are looked down upon due to their failure to address the special education dilemma. Things become complex as sometimes the state has to pay for
special education needs regardless of where a child goes. In 1975, after Congress passed the Individuals with Disabilities Education Act (IDEA), the federal government was expected to pay 40% ("Public,"
1996, p.61) of the cost of the large program it created. But many years after the implementation of the program, the federal government only funds about 7% (1996, p. 61)
of such programs. The law mandating special education had been based on several assumptions, one of which suggested that if the
state could evaluate a childs problem with scientific precision an effective program could be created to treat the problem appropriately ("Public," 1996). Finally, educators could then successfully implement a program,
and not be concerned about the cost (1996). It was a good idea at first. If only the children with special needs could be separated and more attention would be
