relevant issues. The concept of special education/impact of cultural diversity: "Special education" is a term that refers to a broad range of social services, which are designed to address
the needs of infants, children and adolescents with special learning needs (Mooney, Denny and Gunter, 2004). In addition to addressing the needs of children with disabilities such as blindness, it
also encompasses the needs students who have been diagnosed with emotional or behavioral disorders (E/BD) (Mooney, Denny and Gunter, 2004). Whatever the nature of the students difficulty, special education
focuses on making sure that these students receive the interventions they need in order to achieve their full potential. The number of special education students has increased greatly in recent
years, at least partially due to the impact of an increasingly culturally diverse population. Sixty-eight percent of the students in the nations 100 larges school districts are students of color
(Voltz and Fore, 2006). Furthermore, it has been estimated that roughly 175,000 students with disabilities require services for English language learners, according to the National Center for Educational Statistics (Voltz
and Fore, 2006). Planning and providing an IEP within the least restrictive environment: In 1975, the Congress passed the Education for All Handicapped Children Act, which was renamed
the Individuals with Disabilities Act (IDEA) in 1990. This legislation mandates that all children with disabilities receive a "free and appropriate public education in the least restrictive environment" (Horn and
Tynan, 2001, p. 36). In order to carry out this mission, IDEA requires that when a child is found to be eligible for special education services, an Individual Education Plan
