tricky question due to the fact that Congress has thus far not offered a definition usable definition of the concept of "least restrictive environment" (LRE) but has mandated this criteria
as part of the Individuals with Disabilities Education Act (IDEA) (Douvanis and Husley). Basically, LRE is the legal requirement that children with disabilities should be educated in environments that come
as close as possible to approximating the environments is used to educate their non-disabled peers (Douvanis and Husley). In other words, the inclusion movement emphasizes the importance of including disabled
students, as much as is possible, to the same learning experience and education as are all other students. In defining this concept, the Fourth Circuit Court of Appeals indicated
that mainstreaming special education students in general education classrooms is "a policy to be pursued so long as it is consistent with the Acts primary goal of providing disabled student
with an appropriate education" (Douvanis and Husley). As this definition suggests, in general LRE is interpreted to mean general education classrooms, but this interpretation is altered when necessary to meet
the needs of specific children (Douvanis and Husley). The law specifically states that, while LRE is important, the needs of the student are paramount. What are the continuous services
