to the widespread application of in-school self-contained classrooms, designed to maintain separate programming for children with disabilities. Subsequent debates over the value of early interventions and inclusion programming led
to the revision of the Individuals with Disabilities Act (IDEA) and the implementation of standards that led to the call for education in the "least restrictive environment." The progression
of special education services has had an impact on the way in which children are educated, the diagnostic models used for special education services and a growing concern over the
impacts on the functional development of children with disabilities. Diagnoses and Services The diagnosing of developmental disabilities is just one step
in the process of obtaining special education services. Increasingly, educators and school psychologists are recognizing that early intervention services, those that allow for the early diagnosis and services for
children with disabilities, provide the best opportunities for learners with specific challenges. Early intervention services are based on the belief that each learner can achieve to the best of
their potential when programming begins early. Children who are diagnosed with disabilities and receive early services can begin to develop skills that are applied through the lifespan.
