The overall increase in inmate population is a factor in the rising violence. The total prison population in 1995 was at 1 million persons,
according to the Justice Department census. State and federal authorities are building more prisons to house this explosion of people (Johnson).
There is a direct correlation between the increase in inmate population and the increase of violence in prison. Over the past decade prison violence
has increased dramatically. In many prisons, rapes, beatings, and murder are routine occurrences. State and federal facilities reported 66 prison murders in 1992 (Maitland). Additionally, there were
10, 181 inmate-on-inmate attacks requiring medical treatment (Maitland). These facts, as staggering as they are, do not accurately reflect the extent of actual victimization. Violence among inmates is
commonly underreported (Maitland). It is not unrealistic to anticipate violent, dangerous behavior from inmates, given the nature of the typical inmate population.
There are the continuous and consistent interpersonal problems. Attempted breaches of security and illegal activities are expected. Prison administrators have reason for concern about this form of behavior,
due to the propensity for violence in prison (Maitland). Prison administrators are responsible for the maintenance of a safe and secure environment within the prison,
despite the pervasiveness of violence in prisons. Those administrators have a moral, ethical, and legal obligation to ensure that the staff maintains control and provides inmates with an environment
that is free from the constant threat or occurrence of violence (Maitland). Many studies have been done on the levels and distribution of prison victimization.
