Another problem is that rural health care generally does not make all services available to the community due to infrastructure problems and cost of staffing (Hagglund & Clay, 1997). A
suitable hospital with excellent staffing would be cost prohibitive (Hagglund & Clay, 1997). Most healthcare initiatives in rural regions are aligned with either state or local government support or
even financial support from the federal government (Hagglund & Clay, 1997). HR departments in the health care field in rural areas have many problems. An obvious one is how
the region may attract a diverse workforce and the best and the brightest professionals. In examining HR policy, there are a variety of issues to consider. A PADS analysis may
help to evaluate the situation. When examining the field of public personnel, there are four functions which need to be addressed known by the acronym PADS: planning, acquisition, development and
sanction ("Contemporary Public Human Resource Management Systems," 2007). Planning refers to preparation of budgets in addition to cursory personnel planning ("Contemporary Public Human Resource Management Systems," 2007). Acquisition relates to
recruiting employees as well as the selection process ("Contemporary Public Human Resource Management Systems," 2007). In other words, the totality of acquiring employees is examined, in addition to making sure
that the workforce is diverse. Development has to do with motivation and training employees, in addition to evaluating them from time to time ("Contemporary Public Human Resource Management Systems," 2007).
