society as to its betterment. Telecommunications is one aspect of this technology about which we should have particular concern. The technological classification of "telecommunications" encompasses a tremendous amount
of our modern world. Berkeley (2004) observes that telecommunication: "consists of the full range
of human conduct involved in institutionalizing the electronic transmission of information....telecommunications technology organizes a spectrum of human activities ranging from the mining of raw materials through the consumption and eventual
disposal of information commodities" There are a number of distinct yet interrelated aspects of that
"disposal of information commodities" and a number of distinct yet interrelated tools through which the "disposal" occurs. Included under this classification are our televisions, radios, computers, fax machines, telephones
and every other tool whose purpose it is to produce, manage, and disseminate information. The basic technology of telecommunication is now digital (Economides, 1998). The interfaces of business
and personal telecommunications have become more versatile and are more like multifunction computers than a traditional telephone (Economides, 1998). Business functions and opportunities are greatly enhanced because of digitization
and the integration of telecommunications services with computers which significantly burdens attempts to do business as usual with the traditional voice telephone (Economides, 1998).
Fortunately or unfortunately, the use of telecommunications does not occur in a vacuum. This use, and the preparations leading up to that use, cannot be value neutral.
