The National Association of Social Workers wrote that social workers have historically played a major role in child welfare systems by working to protect children who are at risk (NASW, 2005). NASW (2005) wrote that the purpose of child welfare systems is to serve "some of our nations most vulnerable and troubled children and families" (NASW, 2005, p. 4) and the goal is to proved a vast assortment of prevention and intervention services to children and families at risk (NASW, 2005). There are many types of services provided. Some of these are programs directly involved with the welfare of children, including prevention and protection services, care services and family support services. Child Welfare provides out of home care as needed, which includes foster care, kinship care, and other lodging (NASW, 2005). Permanency planning is an important practice and is designed to limit out of home placement whenever possible. Social Work Today (2007) identified the top five social justice issues that face social workers in todays world. These are: celebrating diversity, child welfare, healthcare reform, poverty and affordable housing. Schagrin discussed child welfare and sated that social justice mans that all citizens have the same rights and services but the system is failing children who are neglected, unwanted and abused (Social Work Today, 2005).
