children who are at risk (NASW, 2005). NASW (2005) wrote that the purpose of child welfare systems is to serve "some of our nations most vulnerable and troubled children
and families" (NASW, 2005, p. 4) and the goal is to proved a vast assortment of prevention and intervention services to children and families at risk (NASW, 2005). There are
many types of services provided. Some of these are programs directly involved with the welfare of children, including prevention and protection services, care services and family support services. Child Welfare
provides out of home care as needed, which includes foster care, kinship care, and other lodging (NASW, 2005). Permanency planning is an important practice and is designed to limit out
