provided continuity of care (Galambos, 2005). The following examination will provide a general overview of social work within the context of managed care agencies and healthcare and then focuses specifically
on the social workers role within the context of home health care and the recent policy changes that have affected this area of social work within the context of managed
care. First of all, before directly addressing social work professional practice within the context of managed care, it is helpful to define precisely what is meant by the term
"managed care," which was defined by Shapiro in 1995 as: any kind of health care services which are paid for, all or in part, by a third party, including any
government entity, and for which the locus of any part of clinical decision-making is other than between the practitioner and the client or patient (Cohen, 2003, p. 34).
Figures from the 1990s indicate that there were roughly 200 managed care companies serving roughly half the population of the U.S. at that time, and it was anticipated that this
figure would increase greatly in coming years (Cohen, 2003). There are twelve basic areas of social work practice, with each area specializing in meeting the needs of a
specific population (Barth, 2003). One of these major areas is health care. In recent years, hospitals and care facilities have been subjected to pressure from both government and business "to
behave in ways that have led to a reduction in the number of social workers employed" (Barth, 2003, p. 9). First of all, competitive pressures had an impact on public
