Research Compiled By - March, 2011 Process of policy development and implementation between the micro and macro levels of
practice: Social work takes place along a continuum that extends from "micro practice," which refers to interaction with individuals, and continues to "mezzo practice with families and groups to macro
practice, which interacts with institutions, communities and societies at-large" (Tan, 2009, p. 1). The current emphasis in social work is on the micro level, which undoubtedly is an extension of
the desire of practitioners to help people on a personal level; however, there are also many social work professionals, such as Tan (2009), who believed that macro theory and practice
should have a more prominent role, particularly in regards to social work education. Rather than being a new phenomenon, Tan (2009) indicates that the gap between micro and macro approaches
to social work are indicative of the history of the profession. The micro-macro divide in social work policy implementation can be traced to the late nineteenth century and the
two major modes of practice that originated at that time: "the Charity Organizations Society (COS) and the settlement house movement" (Tan, 2009, p. 2). The COS approach emphasized aiding individuals,
while the settlement house movement focused on communities and their environments, as practitioners focused on "developing an understanding of the issues leading to an individuals poverty" (Tan, 2009, p. 2).
