programs. Studies reveal a deep "cleavage" in the American people with regard to these programs, but overall there tends to be a disapproval of them that cuts across almost
all demographic lines; even the poor, surprisingly, have reservations about welfare. The paper then considers the "broad" and "narrow" senses of welfare and how the programs are distributed, revealing
that most people believe that the programs should be administered at the state and local levels, rather than at the federal level. It also considers the Personal Responsibility and
Work Opportunity Reconciliation Act of 1996 (PRWORA), which most people think of as the "welfare to work" act, and the lack of success of the provisions of the act.
It also talks about the Workforce Investment Act (WIA), which focuses on a multi-tiered level of services to try and help people move from welfare to work, again with varying
degrees of success. It also discusses the lack of input from professional social workers into decisions about social welfare programs, and suggests that now is the time for social
workers to bring progressives back into the program. It concludes by mentioning several other articles on the subject that would be useful for further insights, but which could not
be included due to space limitations. Introduction "Social welfare policies" is the name given to a broad range of programs designed to aid those who cannot help themselves.
