from a positive view. Methodology Before proceeding, it may be helpful to explain the methods used to write this report. I began by searching for "+support +Bush
Social Security reform," which returned a lot of articles that discussed the reasons for the Presidents failure to convince the American people to support him. After several attempts along
these lines, using parameters such as "+supporters "Bush Social Security reform" and "good + reasons + support +Bush Social Security plan," I finally settled for a neutral search and input
"Social Security reform" into a database, requesting returns from only refereed publications. Brief History Social Security is of course a form of social insurance designed to
insure that no one has to retire from a life of work into poverty. The idea goes back at least to the American Civil War, and possibly earlier (Brief
history). Prior to Social Security, it was up to the states to provide security for the elderly, which they usually did in the form of "old-age pensions" (Brief history).
