will mess with it. On the other hand, if left the way it is, economists say that the program will run out of money eventually. Now seems to be the
time to correct the problems with the system. During the past seven years, two legislators have pushed the issues of Social Security reform (Norton 3). However, more
recently, these individuals expressed concern that politics might have created a situation where meeting that challenge is impossible for now and will be difficult in the future (3). In
2002, Representative Jim Kolbe, a Republican from Arizona, was afraid that the debate on the issue might have created a situation where the proposals will move backwards (3).
There is political gridlock on this controversial issue. The Democrat from Texas, Representative Charles Stenholm, does not see meaningful action on Social Security in the near future (3). Both explain
that leaders of the two parties are not willing to seriously debate the issue (3). In looking at the Social Security system and the reform of the
program, it is helpful to explore its history. Why was this program that some equate with socialism created in a capitalist system? Why has it become so important to the
American people? While some type of social services existed before 1935, these were extremely minimal. Social Services, as it is known in the United States, began during a bad economic
