a civilized society. In other words, social policy is derived from the quest to better a community by way of enacting guiding principles of conduct in every area of society. Most often social policy is created from a bureaucratic perspective even though both private and public sectors can legally set policy, as well. Three primary values - equality, equity and adequacy - reflect the fundamental basis upon which the design of social policy is established, however, it must also be realized that when given these three values, there is no guarantee they will always work harmoniously (Dolgoff et al, 2003). Several social theories help to establish the basis upon which social policy is derived, not the least of which includes conflict theory, which revolves around acceptable social behavior - or the lack thereof - when it comes to social order. To arrive at the final policy, the process incorporates four specific stages : legislation, government guidelines for legislation implementation, judicial decisions and informal process (Dolgoff et al, 2003). The ideologies that guide the creation of social policy are often up for interpretation when any two views tend to challenge each other. Establishing policy is a process both lengthy and involved, more often than not fraught with painful compromise. From the very first inkling of interest to the final and official signature, the comprehensive process requires myriad explicit steps to ultimately enact policy, not the least of which entails dealing with individual personalities and agendas. As such, the notion of a democratic society must lend itself to appropriate policy and decision-making abilities.
