whole in mind. Whether the outcome of the effort is perceived in a negative light or a positive light, social engineering can have an incredible impact on society.
Law has, in fact, been used throughout history for just that purpose. If we choose to accept that social engineering is conducted for the purpose of achieving a positive
societal outcome, the guidelines of history can be coupled with the many social needs of today to illuminate numerous arenas where additional social engineering could be effected.
Social engineering can be defined as the use of societal mechanisms to effect a desired societal outcome. Law is one of the more powerful of
these societal mechanisms. Laws have been enacted to accomplish everything from integration in our schools to equality in the workplace. These are just to examples of very powerful
forms of social engineering. Indeed, even the laws we have in place to punish criminal activity are another example of powerful social engineering. Judging from the rampant crime
rate that afflicts our nation today, however, additional criminal law is very much needed. There are numerous areas where existing laws fall short
of deterring criminal activity. Violent crime is one of these areas. The reduction of predatory crimes such as rape and child molestation, in particular, could benefit from stricter
