is Football Stories by Russ Williams.] Since its inception in the 1930s, the soccer (which is known as football in a large portion of the world) World Cup has been
plagued with scandals of one kind or another. The World Cup is staged every four years, like the Olympics. In the late 1930s and 1940s, dictators used soccer as
a manipulation with their citizens. For example, Mussolinis Fascist regime provided high rewards to those who played well and won and handed out severe punishments to those who lost. Hitler
copied many of these tactics in Germany (Epic Soccer Equipment, 2001). A stadium was constructed in 1938 in Bordeaux, France, expressly for the World Cup quarter-final between Brazil and
Czechoslovakia. At the time, it was one of only a few stadiums in Europe that had covered stands. In the 1950s, the French soccer team experienced their first golden period
of placing well in these games but in the 1980s, the French team won three league titles in 1984, 1985 and again in 1987. Shortly, thereafter, the Bordeaux team, along
with a number of other French clubs, was beset with financial scandals and saw a steep decline (SCMP, 1998). The early days of the World Cup saw financial corruption.
