health leaders, including commissioners, directors and secretaries in public health organizations, fall into one of these categories and that the categories are mutually exclusive. The study does not consider
the fact that public health officials may embrace elements of all of these metaphoric characters at different points in their function and may also integrate elements of both in their
direct activities. The study is based on the comparison of common characteristics among public health officials that fall into these categories, but the value of this kind of classification
is limited because it does not represent an accurate portrayal of all the different roles and characteristics that individuals might have.
One specific example of this relates to the studys assertion that individuals who possess the qualities of Robin Hood, those of individuals who redistribute resources to help the less well
off, are the most endangered, primarily because it assumes that a leader in public health cannot be both a Robin Hood and a Machiavelli. This assertion could be argued
in challenging the central premise of this article. In fact, in order for effective management of public health resources and the development of public health programming, individuals must
embrace characteristics of both Robin Hood and Machiavelli. Securing political and economic support for the redistribution of resources to support public health programming is a necessity. This appears
