According to Andrews (1997), "an estimated 450,000 smoking-related deaths occur in the United States each year" (11). In fact, he posits that more than $100 billion will be saved "annually in federal, state, and private expenditures for health care and lost work" if the proposal to cut tobacco smoking by teenagers is successful (11). It is suggested that smoking is the "most preventable cause of ill health" in the United States (Andrews 11). The statistics are alarming. Since second-hand smoke is very deadly, it would make sense to not only curb smoking by teenagers, for example, but to also to ban smoking in public places. Andrew (1997) considers that the majority of people do not desire the smoking habit. Smoking has high social costs as well (Andrews 11). In some areas it is just not politically correct to smoke. Since smokers are the minority, they should be the ones that are inconvenienced. In the 1960s, while in medical school Andrews "learned that the components of tobacco smokes 4,000 chemicals include at least forty different proven carcinogens (in humans and other animals) and more than 200 poisons, such as aromatic hydrocarbons and nitrosamines" (11). This was in tobaccos smoke! Secondhand smoke has been taunted as a heath threat. In fact, in Belgium, the scientists have found that there are adult levels of nicotine in the new borns of mothers that smoked during their pregnancy (Andrews 11).
