Introduction and Background Total Quality Management (TQM) has been a topic on which few can absolutely agree, though most organizations admit that well-designed quality initiatives can and have been of benefit to their organizations ability to cement their competitive advantage in the markets in which they operate. Often, the source of the conflict appears to be the divergence of concentrating on revamping processes while the need to focus on customers continues. One of the central precepts of TQM is that of eliminating the inspection step of the manufacturing process. TQM was born of an effort to increase quality while simultaneously reducing costs. It originally was developed in a manufacturing context, but once "discovered" in the US in the 1980s, it quickly spread to include all aspects of business, regardless of sector.
