Los Angeles Sheriffs Department is the larges sheriffs department in the world with over 17,000 personnel, counting both officers and civilian (Johnmccain.com, 2007). One year after his election, Baca was
named "Metropolitan News-Enterprise 1999 Person of the Year" (Metropolitan News-Enterprise, 1999). He was praised mostly for his honesty and candor that included his concerns that certain units, like the celebrity
unit, "wasnt thought through" (Metropolitan News-Enterprise, 1999). He also admitted that sexual harassment was still a problem but his one-year tenure had brought progress in teaching literacy skills to prison
inmates and establishing "a recovery center for drug addicts and wife beaters" (Metropolitan News-Enterprise, 1999). Baca himself sees his primary responsibility as prevention of crimes (Metropolitan News-Enterprise, 1999). Through
his years of service, Baca became known for his creative problem solving strategies (Metropolitan News-Enterprise, 1999). He also came to be known for his outreach to different communities in the
country and for his ability to open lines of communication (Metropolitan News-Enterprise, 1999). In 2006, Baca was the recipient of the National Latino Peace Officers Association award (National Latino
