are on the rise, that would seem to be a reasonable conclusion. They are therefore considering a community court, such as the mid-Manhattan community court. Demographics have been reported to
be a factor in forecasting crime. Shelby has a total of 200,000 residents, of whom 58 percent are White, 40 percent are Black, 1 percent are Hispanics and 1 percent
are Asians. Seniors account for 11 percent of the population while juveniles (under age 28) account for 27 percent of the population, with 27 percent between the ages of ages
25 to 44, 24 percent between 45 and 54 and 10 percent between 18 and 24. Overall, 18 percent lives below the poverty line but that includes 28 percent of
all children and 16 percent of all seniors and 40 percent of all female-headed households. There are pockets of deteriorated buildings, both housing and commercial structures in the city. Police
receive many complaints about quality of life crimes in these areas that spreads to nearby areas. Reported crimes are often related to domestic violence and drug use. The city
has a circuit court and a district court; the circuit court is a trial court with general jurisdiction, the district court "which handles misdemeanors, traffic and minor civil matters" (Scenario
of Shelby). The citys ratio of police officers is 2.1 per thousand residents, higher than most cities. The city does not have enough public defenders for the population. The historical
