This communication occurs between members of the council, members of all councils, nurses outside council posts, administrators and all others involved in patient care in any form. discovered the high quality and low price of Japanese imports during the worldwide oil crisis of 1973-74. Japanese electronics had been available before then but had not gained wide acceptance because of the fear of the "made in Japan" label that formerly had equated to cheap and inferior. As American consumers continued to discover Japanese quality, they left American manufacturers in favor of the Japanese. Eventually, American manufacturers were forced to learn the Japanese "secret," which of course was no secret at all. When learning about the Japanese methods, manufacturers learned of the concept of Total Quality Management (TQM) and the concept of the self-directed work team. TQM spread to all aspects of American industry in all sectors, including education and health care. Using All Available Resources One of the basic tenets of TQM is that the worker performing the duties of the job knows that job better than anyone else. S/he knows it better than any supervisor or manager. S/he may not know all the goals of the organization; likely the supervisor does not have that information either. What s/he does know is what is involved in the job, and many of the permutations that one simple standard can take. There is protocol, then there is experience. The two complement each other, but the standard approach to nursing treats each as if they were mutually exclusive. No one understands more than a nurse the need for protocol and for adhering to standard practice. There are many aspects of the job for which the nurse is best suited to address, however. ...
