Insurers and the Centers for Medicare and Medicaid Services (CMS) still do not pay any costs of independent-living seniors arrangements or assisted living costs until assistance crosses the current line
into home health care or nursing home care. The entire industry is in flux, however, and we can expect that this current situation will change in the mid-range future.
Medicare still pays only for a narrowly-defined population in full nursing home facilities. The long-awaited reform in Medicare may change that in
the future, but any changes that may occur long-term are not worth considering here. Changes that may or may not occur in Medicare certainly are worth consideration, but do
not provide a solid base from which to direct Shannondale in the present. The purpose here is to assess the risk that Shannondale faces in the mid- to long-term
future. The Need for Assistance One of the most problematic changes that occur with seniors arise at the time that they can no
longer stay in their homes for whatever reason - they may need assistance with daily chores; they may be isolated and seek the company of others their own age; their
homes of decades may simply be too much to keep up. Some purchase much smaller homes or move to apartments, but these individuals are faced with making another move
further in the future when they can no longer live alone. Nursing homes have changed for the better over the years, but they
