on the way that sexuality is perceived in children and adolescents, and particularly in the way that overt sexual behaviour is seen. One can see, for example, considerable differences in
the way that Westernised and Muslim Americans regard the sexual development of adolescent children, and whilst in many ways these views diverge considerably, in some areas it can be seen
that they have aspects of commonality. The Planned Parenthood Association (2003) for example, makes
the point that one of the most important attitudes to inculcate into young people is that of personal responsibility. From a secular point of view, the PPA sees it as
essential that children are encouraged to adopt a healthy and responsible standpoint as regards sexual behaviour: there is no point in pretending that sexuality does not exist, or that many
young people are not going to have sexual relationships in their teens, and therefore the priority should be on preventing the spread of disease and guarding against unwanted pregnancy. As
the PPA notes, because the age at which children reach puberty is dropping, there is a longer and longer period during which they may be sexually active, but not yet
in an economic position to support a family. The PPA adopts a pragmatic outlook, in that it leaves matters of religious beliefs regarding sexuality for the families and communities themselves
to inculcate into young people. From a Muslim point of
