disability (Overeynder and Bishop, 2004). In the United States, it is estimated that approximately one-half million elderly adults are developmentally disabled and it is anticipated that by 2030, that number
will double (Overeynder and Bishop, 2004). In New York state, 7,000 persons with developmental disabilities are receiving services (Overeynder and Bishop, 2004). However, it is estimated that for every person
identified, three others are not identified and not receiving services of any kind (Overeynder and Bishop, 2004). New York has a total population of 19 million, "2.4 million are over
the age of 65 and more than 300,000 are over the age of 85" (George Washington University, 2002). The state spends $8.825 per Medicaid enrollee, which is about double the
national average (George Washington University, 2002). Of that, 72 percent goes towards services for the "elderly, disabled and blind population" (George Washington University, 2002). Long-term care accounts for 45 percent
of the total spent (George Washington University, 2002). Nursing home expenditures in the state are especially high and increases at a higher rate than the national average (George Washington University,
2002). The state has taken active steps to provide services for the developmentally disabled population. In 1998, Governor George E. Pataki announced a five-year plan that would "virtually eliminate the
waiting list for residential services for people with developmental disabilities" (Rausch, 2001). At that time, there were "6,700 people with developmental disabilities requesting an out-of-home residential placement across New York"
