agencies function. The primary task of the social work agency is ethically and effectively addressing social problems. That task can, however, be difficult and complex. Never-the-less,
goals are set according to the desired outcome and function. Core ethical values should always be at play when agencies are setting these goals. These core values are
also important in determining the mission, auspices, and authority of a particular agency. The internal structure of the agency and its policies, in turn, are formatted around these
considerations as are the interactions it has with other agencies. Nowhere are the above facts better illustrated than in agencies that are structured around caring for the needs
of the mentally ill homeless population. The intent of this paper is to explore on of those agencies, the XYZ Agency, in regard to how it functions in
accordance with two core social work values. These values are 1. service and 2. dignity and worth of the person. As experiences at XYZ affirm, when
working with the mentally ill homeless population maintaining a clear focus on these two core values can be complicated to say the least.
Description of Agency XYZ is a small organization that attempts to address the needs of the homeless population in one medium-sized city
in the Northeast. The agency is funded primarily by private donations. It does, however, receive a small amount of funding from both state and federal governments. Social
