Speaker who had been selected by a two-vote margin in a caucus and approved during the organizational session is expected to provide an opinion. The Speaker is interested in
SB 773 (2000-02), that is carried by another Democrat by the name of Senator Jackie Speier. The Speaker believes that Speier will carry legislation that is similar to SB 773
but has no beliefs on the bills underlying policy and does not want to discuss the merits of the bill. Rather, he wants to know what one would recommend as
far as strategy goes. The Speaker is also recently elected and does not know too much much about SB 773. First, in providing an opinion, a legislative
assistant will want to thoroughly research the topic in order to be able to render a valid suggestion. In general, this proposal that was ultimately defeated was supposed to
create a situation where third parties could not obtain information about an individual unless they opted in. In other words, those pesky telemarketers might not have access to lists with
consumers names on them unless they explicitly asked to be included. The revised version of the bill explicitly stated: " This bill would enact the Financial Information Privacy Act
of 2002, which would require a financial institution , as defined, to provide specified notice to, and to obtain the consent of, a customer before disclosing to or sharing confidential
consumer information, as defined, with any nonaffiliated 3rd party, subject to certain exceptions" ("SB 773 Senate Bill - AMENDED," 2002, p.PG) . Introduced in February, the bill was introduced and soon
