has opened up a myriad of economic and social opportunities for many less-developed countries. Malaysia is one of these countries. Located in the central part of Southeast Asia,
is comprised of a federation of thirteen states, Johor, Kedah, Kelantan, Melaka, Negeri Sembilan, Pahang Darul Makmur, Perak, Perlis, Pulau Pinang, Sabah, Sarawak, Selangor Darul Ehsan and Terengganu and characterized
by a number of different ethnicities and religions (Malaysian Embassy, 1991). Although Malaysia has had colonial contact with the West since 1641 and Hollands overthrow of Melaka, there was
little social change in the country until the British entered the picture in the early 1800s (The Malaysian Embassy, 1991). The British ushered in tremendous economic diversification but at
the same time their presence fueled considerable ethnic tension in the country. Malaysia finally achieved her independence in 1957 (Malaysian Embassy, 1991). Unfortunately, despite theories to the contrary,
the ethnic tensions which existed in Malaysia prior to independence are still very much a part of life today. As will be discussed below, this could present complications even
as to how the country can utilize the Internet to promote her economic and social advancement. If, for example, we were to consider the complications that might be involved
in establishing a virtual private network between Washington and Kuala Lumpur, Malaysias capital, the complications could be significant. The problem that would present itself would be to formulate a
means of securing such a network both against possible security breaches within Malaysia and from outside. Malaysias ethnic and socioeconomic separation has its
