thus not discriminate against people with disabilities. The following paper examines and defines some of the terms in the act. Section 504 of the Rehabilitation Act: Terms
According to the act, "Handicapped persons means any person who (i) has a physical or mental impairment which substantially limits one or more major
life activities, (ii) has a record of such impairment, or (iii) is regarded as having such an impairment" (Overview of Section 504, 2006). While these terms and conditions may seem
quite vague, or broad, they are perhaps more specific than would be at first presumed. The first term is physical or mental impairment. At first one may simply envision the
terms regard people with developmental handicaps, or people referred to in the past as "retarded." A person with a physical handicap could clearly be someone missing a limb, someone in
a wheelchair or someone who is blind. It may well be that a physical impairment is far easier to define, but even that could be far more complex than it
seems. According to one of the appendixes, for example, it is noted that, "environmental, cultural, and economic disadvantage are not in themselves covered, nor are prison records, age, or homosexuality.
Of course, if a person who has any of these characteristics also has a physical or mental handicap, the person is included within the definition of handicapped person" (Overview
of Section 504, 2006). In addition, people with problems such as gambling are not considered to be physically or mentally impaired. At the same time the term is considerably
