of World War II, with more than 6 million migrants moving into the region (Ruddock, 2003). While one out of every seven American children lives in a bilingual home,
one in four citizens of Australia were born overseas, originating from well over 170 other countries (Ruddock, 2003). As a result, immigration, language learning and changes in the migrant
composition of many Australian schools are substantial issues in education. "In per capita terms, Australia still has higher rates of annual net migration than most comparable countries. While some of
this net migration is generated by New Zealanders, who have long enjoyed the freedom of visiting, living and working in Australia, the rest of this inflow is regulated and managed
through a set of temporary and permanent entry programmes" (Ruddock, 2003). Family settlement and the focus on language learning, then, has become an imperative element in determining gains for
these immigrant communities. Because most of these families can be described as having limited-English proficient (LEP), challenges have been faced in the educational setting, recognizing that many teachers currently
lack the skills and learning strategies to address the needs of these students as well as their English speaking population (Heath, 1996). Cultural and racial diversification in the classroom
is notable characteristics of the changing face of the Australian education system (Ruddock, 2003). In recent years, the debate has been waged about the efficacy of bilingual
education, bilingual enrichment, immersion programs, ESL (English as a Second Language) programs and TESOL (Teaching English to Speakers of Other Languages) programs and their impact on the learning process.
