sources .SA149ETS.rtf I. Introduction Under the heading of human rights and environment comes an important legal
issue. Some suggest that second hand smoke is responsible for a host of maladies and that smokers should be held accountable for their actions. It further assumes that all people
have the right to breathe clean air and they can demand that smoking be stopped, at least in public. In fact, just recently Montgomery County made a law that if
a neighbor smells cigarette smoke, and does not like it, the smoker can be fined ("Smoking Ban," 2001). A student writing on this subject may want
to point out that while bar cars on the railroad, and smoke-filled parties, can be annoying and perhaps detrimental to health, the evidence of second hand smoke being an environmental
health threat is scant at best, invalid at worst. In fact, there is no solid evidence to link second hand smoke with detrimental health. What drives
the issue is politics and money and a sense that people are entitled to whatever they want. Nonsmokers prefer a smoke free environment and that is what they demand legally.
To a great extent they are winning. Many places are no longer friendly to smokers and many states have passed laws that do not allow smoking in public places. Although
