padding to keep students free of injury during a bus accident (Townsend, 1995). While this is a good idea, many have argued throughout the years that busses should contain seatbelts
just as do automobiles. In most jurisdictions, seat belts on busses are not required. However, "every time children are injured in a school bus accident, political pressure mounts to require
the use of seat belts on school busses" ("Exploring the Depths of Policy Analysis," 2000, p. 17). This is a relevant topic now because even after years of discussion, regulation
has not changed. The issue at least should be resolved. One question that looms is why seat belts are not required on school busses. After all, with numerous click it
or ticket campaigns for the general public one would think that it ought to be mandatory on the vehicles that hold children. At the same time, there are two sides
to this story and it is quite a controversial one. Some background is in order. First, it should be said that despite the fact that school busses are not equipped
with seat belts, they are considered to be the safest vehicles on the road (Stoner, 1985). That is a fact backed up by research (Stoner, 1985). Statistics from the 1980s
also demonstrate that safety had been improved since the 1970s (Stoner, 1985). Also, it had been noted earlier that some system use Kevlar to further protect the children (Townsend, 1995).
