many ethnic minorities, the African American family in the United States is still negatively impacted by poverty. In order to define this problem and relate it to variations in
ethnicity and social views, it is necessary to consider the problem of poverty, the issue of welfare dependence, and the changes being put in place in the modern era as
a response to what some consider institutionalized poverty. What is Poverty? Jo Goodwin Parker, in her article What is Poverty? describes poverty in terms of living
conditions, the loss of a sense of self-worth and the condemnation of others as a result of lacking economic stability. Parker relates a very personalized view of poverty and
the impacts on children, families and self-image. Many studies, though, relate the issue of poverty in families as a national issue, as an issue that is directly linked to
the governmental response to the poverty in urban communities and the poverty of ethnic minorities. It is my opinion that poverty has grave impacts for families, especially African American
families and that African American children are one of the populations most negatively impacted by poverty. Welfare Over 38 million Americans, some 15 million of whom are children,
lived within the poverty level in 1994 (Rigsby 12). This is based on the designation made by the federal government that any family of four with an annual income
of less than $15,600 can be classified as living in poverty (Rigsby 12). In 1994, researchers also found that while the income levels for the top five percent of
American households increased by more than $7000 a year, the income levels of the bottom five percent declined by approximately 7.5 percent (Rigsby 12). Even in the midst of
