Coupled with the surge of gang activity in recent years, these factors have greatly attributed to the degradation of childhood morals. Gang mentality is that of looking out for number one by whatever means necessary in order to carry out that pledge. Such groups, formed mostly of undisciplined, morally-deprived and angry young people, actually provide the wayward child with a sense of power and belonging, something they do not receive from within their own family structures. Yet this type of extended family does not nurture goodness or benevolence; rather, it encourages violence and mayhem upon the general public. Enter the notion of peer mediation. has parents and administrators up in arms. Out from all the bloodshed and terror of such despicable crimes comes the most obvious of questions: Why are kids killing each
other? In an ideal world, firearms would remain only within the realm of law enforcement officials; however, the infiltration of guns into the seedier criminal underworld has created a
situation that police cannot begin to contain. As a result, guns are falling into the wrong hands, ultimately being used as power weapons in such crimes as drive-by shootings,
minor altercations and myriad other random acts of violence. With the proposed gun control plan, proponents say much of the senseless violence would cease immediately; however, opponents to the
restriction contend that the bad element of society will always find a way to acquire firearms whether they are banned or not. As well, they argue that enacting such
a gun control strategy is infringing upon their constitutional rights to bear arms. Thus, the question becomes: Is it a constitutional right for
children and adolescents to bear arms? Indeed not, however, law enforcement officials have had an increasingly difficult time exacting compliance. The Childrens Defense Fund places gunfire as "the
second-leading cause of death among Americans ages 10-19" (Anonymous, 1996, p. PG). This particular group of gun toting individuals has become more prevalent in the very recent past with
