one of continuous growth and expansion, there have been demographic and economic changes that taxpayers and policymakers did not anticipate. For example, it was generally not anticipated that there would
be a "expanding numbers of high-cost students with disadvantages, disabilities and bilingual programs for minority groups" (Brimley and Garfield 41). The number of minority students, particularly Hispanic students, has increased
greatly between 1986 and 2000. Also, it was not anticipated that there would be more effective bargaining for higher salaries by school employees, in addition to the cost of
"new and expensive federal programs for exceptional and bilingual students" and the "high cost of implementing desegregation programs" (Brimley and Garfield 41). These factors have necessarily impacted both school revenues
and expenditures. Another demographic factor at work is the fact that people tend to move. When they do so, they may leave behind them school buildings that are only partially
full, but encounter facilities that are overcrowded in their new location, with higher teacher-to-student ratios (Brimley and Garfield 42). Current social problems that are causing an increase in the
