This concept of "mutual interdependence" led to the develop of an approach to organization analysis as interdependent elements of a "larger social system" (128). Bertalanffys interdependent view of systems has four basic components: inputs, processes, outputs and feedback. Inputs refer to the various environmental demands placed on schools, that is, "demands and need of the community, state policies, court decisions, resources, knowledge, goals and shared societal values" (129). There are also organizational processes that assemble both "internal and external experts" to consider issues, "build consensus," and decide on needed action for problem resolution (129). Outputs occur as a result of processes that alter how an organization works or the "product delivered to meet the demand" (129). Both formative and summative feedback then occurs which provides information to the individuals making up the organization 129). Feedback occurs as a normal part of program implementation 13. Why is educational vision important? Which is the more important element of vision development, process or product? A school vision is important because it represents what stakeholders want "their school to be in the future" (133). A schools vision sets an agenda that keeps everyone involved focused obtaining visionary goals. The process and product are equally important in vision development due to the fact that the product does not materialize without the process. Their interdependence is necessitates emphasis on both. This fact is illustrated by examination the vision development process. First, school district leaders develop their individual educational visions, which begins the process of reflection, which proceeds to the development of "an overall collaborative school-community vision" (135).
