Store, , July 2010 properly! The school league tables were introduced in 1992 as part
of the Citizens Charter. The stated purpose was to provide parents with more information about the performance of their local schools. As with any initiative of this kind, it was
not long before problems emerged. In some cases, teachers were accused of teaching to the test or schools were encouraging low-performing students to be absent on the days of the
testing. Another accusation was that schools were encouraging students to take more NVQs (National Vocational Qualification), which are competence-based course and somewhat less demanding (Blurt It, n.d.). Due to these
activities, the notion of improvement was introduced in 1997. This made a lot more sense to a lot of people because it examined how much improvement a student had made
rather than at their final scores on the tests. This change was followed by the value-added system and more recently, variables such as poverty are being considered (Blurt It, n.d.).
There continues to be a great deal of confusion and conflict regarding school league tables. Baker (2007) commented that school league tables are being used to send schools down a
particular path. As performance have risen so has central direction. It is not good for a school to get a low score so they have found ways to increase
their standing. Some realized that the GNVQ was worth four CCSEs with a grade of C or higher (Baker, 2007). Many believed that the GNVQ was the best option for
