first step in ethical leadership. Begley (2003) commented that one of the terms educational leaders try to avoid is ethics. The reason for the avoidance of the term ethics
or ethical in the literature is because it is well known that ethics are very often culturally-oriented and given the diversity of the school population today, what is perceived as
ethical in one culture will not necessarily be perceived as ethical in another culture (Begley, 2003). In this age where accountability takes precedence over most other things, it is hazardous
for a school leader to discuss his or her own ethics (Begley, 2003). Instead, the terms value or quality are used (Begley, 2003). Other terms are used, such as total
quality leadership in the school leadership literature (Begley, 2003). It means the same thing in practice, though. Any effective leader has a code of ethics to which they adhere.
That begins with behaviors that fall within the laws, regulations and policies for that specific school and it means the leader leads with integrity. There is a significant amount of
research in the field of school leadership. This vast field of study addresses the same issues that are addressed in the business-oriented leadership plus instructional leadership, or student performance. Two
of the types of research common in the field of education are action and theoretical. Ferrance (2000) explains that action research is "a process in which participants examine their own
