addressing the needs of diverse learner populations. Some at-risk learners can benefit from strategies applied in the classroom setting and a tiered approach to instruction that allows for increasing
degrees of intervention, also called "response-to-intervention." As an educational leader, the focus on this kind of method is beneficial in ensuring that learners do not "fall through the cracks"
and that educational initiatives focus on methods for optimal learning. "Jimmy" is a first grade boy of Mexican descent who has
been in a bilingual educational program for the past three years. Jimmy participated in a bilingual preschool program and then spent two years in kindergarten, but continued to score
below grade level on state assessments. Jimmys limited English proficiency and the fact that Spanish is the primary language spoken in his home has impacted his educational experiences.
Jimmy was viewed as an at-risk learner, based on his low socioeconomic status and the fact that English was no his primary language.
In addition, Jimmy has demonstrated struggles with basic language skill performance, from early reading comprehension skills to basic prereading skills, including naming the alphabet and understanding basic components of a
story. Jim was generally unable to recognize letters and could not answer questions about plot, characterizations or predicting the end of the story.
The school focused on the paradigm of response to intervention, in which increasingly complex efforts are made to bring the learner into alignment with expected outcomes. Initially,
