The following comments relate to most school districts in the state of California. In California, school board members are elected by the local community. There are between five and nine
members of the board who are elected for four-year terms. Elections are held every two years with members of the board rotating so that approximately half the members of the
board are elected at one election. That means that every two years, there may be new individuals elected to the board. The reason for odd-numbers for board members is to
allow a majority vote and to prevent tie-votes on any given issue. Despite this safety valve, tie-votes do occur if a member decides to abstain from the vote or if
a member is absent from a meeting. In the state of California, orientation for new board members is not a requirement. Some states do require all new board members to
attend orientation training within two months of election but this is sadly, not a requirement in all states. Sadly, because individuals elected to school boards seldom have a clue about
how a school district is operated nor do they have a clue about best practice in school management, instructional strategies or instructional materials. The California School Boards Association adopted
Professional Governance Standards in 2000 (CSBA, Professional, 2003). CSBA describes the standards thusly: "The Professional Governance Standards describe commonly principles of effective governance in three areas: the individual trustee, how
individual board members and the superintendent must work together, and the specific jobs that the board must carry out" (CSBA, Professional, 2003). Many district school boards have adopted these standards
and try to operate accordingly (CSBA, Professional, 2003). The CSBA also provides sample policies for school boards that are compliant with different state laws (CSBA, Policy, 2003).
