current per pupil expenditure by state. It was learned that New York, at $14,119 per student, has the highest per pupil amount allocated in the country (Chan, 2007). However, that
was in 2005, the most recent data available at the time. New Jersey is second with $13,800, next is the District of Columbia at $12,979, Virginia with $11,835, and Connecticut
at $11,572 (Chan, 2007). In fact, 70 percent of the highest spending per pupil came from the Northeastern part of the country (Chan, 2007). The national average is $8,701 per
student aggregated for K through 12 (Chan, 2007). That was a five percent increase over the previous year (Chan, 2007). Given the amounts in the Northeast, which are significantly higher
than the national average, some states dedicate extremely little money to education. This conclusion is validated with Chens (2007) report of the lowest states: Utah at $5,257; Arizona at $6,261;
Mississippi at $6,575;; and Oklahoma at $6,613. The states with the lowest per pupil spending were all located in the South or West (Chan, 2007). According to Chans (2007) report,
Texas spending per student was $ 7,267, ranking 35th in the nation. It was also ranked 19th in math scores and 35th in reading scores (Chan, 2007). This is not
a good ranking. Texas, like most states, has a number of special grants schools or school districts may apply for. One is the Optional Extended Year Program. This is a
program that allows a school district to hold classes for up to an additional 30 days for students who are not likely to pass on to the next grade level
