imperative. It is not always situations, however, but rather people that determine safety. When considering safety issues within the Army, therefore, it is necessary to look at the
types of individuals concerned as well as the types of workplaces and jobs in which those people perform. Safety concerns, from the perspective of the Army, penetrate practically every
aspect of the work environment. From safety in food preparations, to safety on the battlefield, to safety in storing and handling hazardous material, to simple ergonomic concerns in the
workplace, the Armys concern for safety is far reaching. Most of those concerns can be addressed by adequate health and safety training.
Todays Army has changed considerably from the Army of old. In "Forget the draft; todays Army doesnt want and doesnt need slackers" author Hans Halberstadt describes the Army as
an institution which has changed over the years from a loose collection of military conscripts to a spit and polished professional body designed specifically for fighting and winning wars.
In so doing, however, the Army has also evolved from a highly integrated community to one in which the diverse segments of American society remain divided. While the draft
was good in terms of promoting cultural unity, taking individuals from sometimes radically different sociocultural backgrounds and teaching them to work together and to become better citizens, Halberstadt contends that
it was bad for the Army. That may, in fact, be the case even from a safety perspective. After all, any organization is better off with a voluntary
