leaders are the Chief of Police and two Deputy Chiefs of Police. The five divisions are the Office of Technical Services, Office of Homeland Security & Emergency Services, Office of
the Chief, Office of Operations, and the Office of Investigations. The Office of Operations is comprised of four divisions: Metro, Patrol Central, Patrol South, and Patrol North. Except for
Metro, each division has an Executive Lieutenant in charge and each has a support staff (Sacramento Police Department, 2010). Strategic Development and Crime Prevention is in the Metro Division.
Training and personnel services fall under the Office of Technical Services (Sacramento Police Department, 2010). The organizations mission, values and goals set the basis for organizational culture. The mission of
this organization "is to work in partnership with the Community to protect life and property, solve neighborhood problems, and enhance the quality of life in our City" (Sacramento Police Department,
Mission, 2010). Organizational values emphasize commitment to the community and to contribute to the quality of life of the community (Sacramento Police Department, Mission, 2010). The major values include serving
in a responsive and impartial manner, respecting the dignity and rights of people, facilitating open communication, taking responsibility for their actions, professionalism, promoting community involvement and cooperation (Sacramento Police Department,
