2009/2010 fiscal year. The budget reflected a decrease from the previous fiscal year and very close to the same personnel costs as 2007/2008. The data are shown in the following

appropriate grant whether federal or state or other. Kania (2008) explains these are called non-appropriated funds. This agency implemented a number of cost-saving initiatives. These included deferred salary increases
for 2009/2010, natural attrition and not filling those positions, limiting overtime for 911 dispatchers, limited overtime in all departments, and limiting detective callouts to the most serious cases (McFadden, 2009).
These initiatives saved $6.4 for the year. The proportionate breakdown of the budget is: 61 percent towards personnel-sworn, i.e., police officers, detectives, managers, etc.; 29 percent personnel-civilian; 1 percent
