sector, or whether it can be taught in the first place. Pernick (2002) says that leadership is on-the-job experience, though acknowledges the
need for a leadership development program. He is also supportive of a "building" program, in other word, training from the inside to produce leaders, rather than recruiting from the outside.
Basically, a comprehensive LDP (which is what he calls a leadership development program) is to carefully select participants from the applicant pool, as well as adequate funding and trained administrators
and development staff. Also required are rewards and awards ceremonies for the new leaders. Organizations should also provide potential leaders with challenging opportunities
early in their careers - they should, in other words, take on enough responsibility to both make an impact and make mistakes (with the mistakes not punished as mistakes are
a positive learning process). Finally, older leaders and younger leaders both can benefit from mentorship arrangements, in which the more seasoned person takes
the younger one under his/her wing. The articles premise, basically, is that leadership can be taught, so long as the person being
