very old proposition, but that it has failed each time it has been tried. Given this historical fact, then, what makes the recent European leaders believe that they will succeed
where others have failed and given the current status of certain economic indicators, do they stand a better than average chance of making it work this time? Consider what is
being asked of each member state. First they are going to be asked to unite under one flag, one currency, and eventually utilize one language as well as other concessions
for unification. Granted, the idea of unification has enormous potential for economic and world gain. However, the implementation will be the measure of whether it will succeed where other attempts
have failed. Many of the member states have countrymen who harbor deep resentment toward other member countrymen, such as France and Germany. If history can be of any reference,
then the odds are not good. In 1957 a similar idea was bound by the Treaty of Rome, which was really a revamping of an earlier treaty drawn up in
1815 in Vienna(Wise, 2002). Therefore, despite what many reports state, the idea for unification was not a recent development which occurred after World War II, but rather was tried off
and on since the Roman Empire. The reasons for unification seemed to have stemmed mainly from the contention that at least three significant wars had originated from Europe, each one
more horrific than the last. It was thought that unification would put an end to conflict in the region, but so far, that hasnt been the case. However, closing in
