Blue Grocery Stores, Inc., as a warehouse supervisor, who was in charge of first and second shift on the shipping dock. He had been in the grocery business for 20
years, and he had earned a lot of respect within the industry. His shift usually ran very smoothly, except in the summer
months. Most of his senior staff wanted to take their vacations. Also, he could expect more sick call-ins than usual during the pleasant summer months, so he had to deal
with personnel shortages on a daily and weekly basis. He needed replacement workers to fill in for the sick and vacationing workers, hiring full-time workers wasnt feasible.
He had hired temporary workers before, and asked them to be on-call for both shifts, but turnover had been very high. In addition, replacement workers
were required to pay union dues and wear uniforms, including costly steel-toed boots. At a base pay of only $6 per hour, it was hard to keep people in this
job, especially since replacements were not guaranteed minimum hours or given any benefits. As summer was a few short months away, Arthur
wasnt looking forward to the inherent personnel problems: He needed vacation and sick hours covered, and a dependable constant pool of replacement workers.
In this paper, we will attempts to provide some advice for Arthur to help him overcome his summertime dilemma. As with anything dealing with personnel issues, we must first
