a SWAT team, nearly sixty-five percent, as compared to twenty percent only ten years ago(New Research 2003). With new Swat teams forming, one is left wondering how the SWAT Team
is implemented, how the need is determined, what sort of policies must be in place, and how such additional personnel are chosen, trained and paid for. WHY A SWAT
TEAM After law enforcement officers began being killed with more frequency, it occurred to many of the leaders in the major cities that something needed to be done. While they
could not afford to arm and train all of their officers in special tactics, it was determined that those who possessed certain qualities would be more than appropriate for the
task. These men would be trained in the most up to date weaponry available. Additionally, the media plays a large role in determining a citys perceived need for a
SWAT team. When crime rates soar, when police officers are dying in the line of duty on a regular basis, many towns and communities believe that they need to move
to more forceful methods to provide a sense of security for their citizens. Additionally, like it or not, the drug war has come home to roost in nearly every town,
community and city in the United States. Drug money provides the average criminal with incredible means and weapons capabilities. Big time criminals are targeting small time towns and as a
