in world politics tend to be "power-seeking, security-conscious states" (Ba and Hoffman 19). With neorealism, states exist in a constant state of tension, guns and money tend to be the
most important tools to be had, and all interactions are competitive (Ba and Hoffman 19). Neoliberalism, on the other hand, tends more toward cooperation rather than confrontation between the states
(Ba and Hoffman 19). The most recent theory that academicians are kicking around is known as social constructivism. Social constructivism borrows from
neoliberalism in agreeing there are a "wide range of actors" that are important when it comes to world politics (Ba and Hoffman 20). In addition to the states, other actors
can include non-governmental organizations, multinational corporations and social movements (Ba and Hoffman 20). But social constructivists go beyond the thought that these
actors are fixed, suggesting that the interests of these actors depend on the context or situation (Ba and Hoffman 20). State interests can change, for one thing; states can act
in ways other than competitively and states can learn to be different (Ba and Hoffman 20). In other words, social constructivism, especially as it pertains to globalization, is a context
theory; in other words, nations and countries are shaped by the context in which they find themselves. That context can include culture, the demands of other nations, internal changes and
